I'm from Johannesburg and planning a trip that'll take me from Dubai to Tbilisi. I just applied for the UAE tourist visa and wanted to know if this makes me eligible for a Georgian eVisa as well.

Holding a UAE tourist visa allows you to enter Georgia without a visa for up to 90 days in any 180-day period, provided you are a resident of the UAE. If you are not a resident but simply a holder of a UAE tourist visa, this does not automatically qualify you for a Georgian eVisa. In your case, coming from Johannesburg and not residing in the UAE, you would need to apply for a Georgian eVisa before traveling to the country.

I’m headed to Dubai in August for a tech conference. I’m unsure about which visa I need, though. Should I apply for the standard tourist visa or is there a specific type of visa required for conference attendees?

If you are visiting Dubai specifically for a tech conference, a standard tourist visa is what you need, especially if your visit is short and centered around the event. The UAE does not typically require a different type of visa for conference attendees unless you plan to engage in activities beyond what a normal tourist would, such as employment or long-term business arrangements.
